In our contribution to the WoPSI book series, we explore how the Soviet legacy and nation-building politics shaped welfare reforms in the Baltic states after independence. Looking at education, family, and labor market policies, we show that reforms which could be more easily linked to nation-building narratives tended to advance more successfully.
